Is insider selling a bearish signal?

Not on its own. Insiders sell for many reasons unrelated to their outlook — taxes, diversification, or pre-scheduled 10b5-1 plans. Size and clustering matter more than the fact of a sale; use this ranking as a starting point, not a verdict.

Does this exclude pre-scheduled 10b5-1 sales?

This ranking includes all open-market sales. To isolate discretionary trades and exclude 10b5-1 plan sales, use the full screener or the Form4API transactions endpoint with the significant filter.
